In Memoriam: Claire Elizabeth Hall (1959–2026)

Newport, Oregon – Claire Elizabeth Hall, a trailblazing public servant, journalist, and dedicated advocate for environmental education, passed away peacefully on Sunday, January 4, 2026, at a hospital in Portland. She was 66 years old.

Born in 1959 in Portland, Claire’s career was defined by a commitment to truth and service. After earning her master’s degree from the Medill School of Journalism at Northwestern University, she spent over two decades as a reporter and news director in Newport, becoming a trusted voice for the Oregon Coast.

In 2004, Claire transitioned to direct public service, winning a seat on the Lincoln County Board of Commissioners. Over six terms and 21 years, she became one of the state’s most influential voices on housing stability and social justice. She served as President of the Association of Oregon Counties (2016–2017) and chaired the Oregon Housing Stability Council, where she fought tirelessly for the unhoused and for expanded veteran services.

Beyond her legislative work, Claire was deeply committed to the future of the planet through her leadership with The Enterprise Project. Serving as a Regional Coordinator, she was a driving force for the organization’s mission of environmental education. Claire utilized her platform to inspire "passionate changemakers," organizing events and local activities that promoted sustainability and ecological awareness across Oregon. To many in the project, she was a "captain" who mentored others in building a more sustainable future.

In 2018, Claire made history by publicly coming out as transgender while in office, becoming a symbol of courage and authenticity. Despite facing political challenges and health struggles following a fall in late 2025, she remained dedicated to her community until her final days.

Colleagues remember Claire for her sharp intellect, her sharp-witted humor, and her unwavering belief that government—and individuals—have a moral obligation to care for the vulnerable and the Earth alike.                      Her legacy lives on in the affordable housing she built and the environmental stewards she inspired.

She is survived by a community that benefited deeply from her two decades of leadership.
